Try the following if you are experiencing low FPS, even with a high-end or decent system. It worked for me: I had constant low FPS cutscenes and gameplay.

Press CTRL+I or open the Windows search bar and type “Settings” into the search box.

Click on “System”.

Click on the “Advanced Scaling Settings” link under “Scale And Layout”.

Select “Off” from the menu under “Let Windows attempt to fix apps so that their blurry appearance is not”

This worked for me. I was having severe frame drops and cutscenes with as little as 15 FPS at times. However, the system was more than adequate to handle these issues. This should also work for you, so you can now enjoy Hogwarts Legacy.
