It's likely that you've done before. If you haven't, you should.
You can open an Explorer window by either opening any folder, "This PC", from the start menu, or pressing WindowsKey+E.
To open the Explorer menu bar Press F10. Select "Tools" then "Folder Options."
Folder Options: Click on the "View" tab. untick The option that says "Hide extensions from known types of files" is located under Advanced settings. Click Apply.
You've done it. You've solved a major mystery. For just a moment take a moment to take in this. Be conscious of your breathing. Make sure your fly is zipped.

Open the Returnal installation directory.
The folder contains the files we'll be working on.
[Installation Directory]\Returnal\Binaries\Win64
You can locate the file "Launcher.ini" by visiting the folder.
Launcher.ini can be opened in any text editor you like (Windows defaults are Notepad). Modify the line
NoOperation=0
To
NoOperation=1
Save your modifications (CTRL+S) and then close the text editor.
Right-click Launcher.ini within your Win64 folder, and then click "Properties". Click "Apply" in the Properties window.
Click "Advanced" on the "Security Tab".
Click "Disable inheritance" in the Advanced Security Settings
Click "Convert the rights that you have inherited into explicit permissions for this object."
Now you have a set of "Allow" rules. Some have "Access" set to "Full control" and others could be "Read and Execute". The configuration of your system and the number of users will determine the number of rules you have.
Click on an "Allow" rule, and then click the "Edit" button.
Untick the box that says "Write" and then click "OK".
Continue this process until all of your "Allow” rules are set to "Read and follow through". When you're done, click "Apply".
The launcher for the game has been set to skip the EOS step. By setting permissions for files the game or Steam can't change this configuration.
Important note: Launcher.ini can't be changed by Steam, however you can. If you want to alter or delete Launcher.ini you'll have to go into Advanced Security Settings and then enable writing again.
